At the dawn of the twenty-first century, a casual glance at world affairs would suggest that religion is at the core of much of the strife around the globe. Often, religion is a contentious issue. Where eternal salvation is at stake, compromise can be difficult at or even sinful.

SDG Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels. The targets for SDG16, on peaceful, just and inclusive societies, were strongly endorsed by many policy advocates, but remained controversial in part because of geopolitical policy compromises that will be noted below but also because of the absence of conversations with peace and security experts during the process of developing the targets. While SDG 16, as with the other goals, will likely offer challenges to any proposed indicators of success, there are at least two hopeful notes going forward. The first is the commitment to assuring structures of governance robust enough to enforce the rule of law and ensure equal access to justice Target

Why peace and security are essential enablers of development

Peacekeeping by the United Nations is a role held by the Department of Peace Operations as "a unique and dynamic instrument developed by the organization as a way to help countries torn by conflict to create the conditions for lasting peace". Peacekeepers monitor and observe peace processes in post-conflict areas and assist ex-combatants in implementing the peace agreements they may have signed. Such assistance comes in many forms, including confidence-building measures, power-sharing arrangements, electoral support, strengthening the rule of law, and economic and social development. Accordingly, UN peacekeepers often referred to as Blue Berets or Blue Helmets because of their light blue berets or helmets can include soldiers, police officers, and civilian personnel. The United Nations Charter gives the United Nations Security Council the power and responsibility to take collective action to maintain international peace and security. For this reason, the international community usually looks to the Security Council to authorize peacekeeping operations through Chapter VII authorizations. Most of these operations are established and implemented by the United Nations itself, with troops serving under UN operational control.

Peace and security is an essential factor of human life. A peaceful and secure environment is critical to every society since it affects all aspects of economic and social development in a country, and is a necessary sin-qua non to the realization of human rights. These have direct effects on the creation of sound, competitive and equitable economic development, which ultimately has positive impact on the whole society. We should also remember that the world we live in has become increasingly more complex, with new security challenges developing not just on a daily basis but every other minute—counter-terrorism, counter-insurgency, multilateral peace-keeping reconstruction operations, just to mention but a few. No country can develop or grow economically without peaceful coexistence among its population, and within its borders. The fastest developing nations are among those with the best security structures or architecture, and having peace and tranquility thriving within them. Taking the case of Rwanda, our country has recorded enormous development and viable economic progress over the last two decades.

Religion and Conflict

Peace is a key component of sustainable development. A healthy business environment is important for development, and in conflict-ridden communities, business operations are disrupted due to the unreliable social services and the prevalence of social problems such as poverty, hunger and inequality. The traditional notion of peace—the absence of conflict—is not enough to bring about sustainable development. If a government ends armed hostilities by issuing a ceasefire without addressing its underlying factors, conflict may resume, further disrupting business operations and exacerbating poverty, hunger and inequality. Johan Galtung argued that there are two types of peace: negative peace and positive peace. Structural violence refers to the unjust systems that marginalize certain groups.
