In recent years, Canada has become an even more attractive destination for immigrants because the United States, under the leadership of President Donald J. Trump, has curtailed many of its immigration programs, including those for refugees, asylum seekers, and temporary workers. As in the United States, immigration has significantly shaped Canadian society and culture. Following its independence from the United Kingdom in , Canada used immigration to help develop vast tracts of land. Government-sponsored information campaigns and recruiters encouraged immigrants of that era to settle in rural, frontier areas.
The focus and aim of social policy in Canada have in part been determined by the unique sociohistorical and cultural context of the country. This entry provides a brief overview of the leading factors that have contributed to the development of social policy in Canada. Emphasis is placed on the economic, social, and cultural context of the development of the country, along with the system of governance and the ideological framework among the general populace. Following this contextualization, four dominant periods of social policy are described. These include the residual period, the emerging institutional period, the institutional period, and the postinstitutional period. In each era the forces leading to specific social policy outcomes are described. These include aspects of the changing economic system and emerging cultural and social needs among the population.

The Department of Social Policy at the London School of Economics defines social policy as "an interdisciplinary and applied subject concerned with the analysis of societies' responses to social need", which seeks to foster in its students a capacity to understand theory and evidence drawn from a wide range of social science disciplines, including economics, sociology, psychology, geography, history, law, philosophy and political science. The discussion of 'social policy' in the United States and Canada can also apply to governmental policy on social issues such as tackling racism ,  LGBT issues such as same-sex marriage  and the legal status of abortion ,  guns ,  euthanasia ,  recreational drugs  and prostitution. The study of social policy can either be a specialization as part of a public policy degree, such as at McGill University , Balsillie School of International Affairs , Harris School of Public Policy , and the Hertie School of Governance , or as a stand alone degree in social policy such as the University of York , Princeton University , and the University of Pennsylvania.

The states, which had liberal concerns and traditional protection functions and reached a powerful position with their internationalist approaches, underwent a transformation period because of the economic and social developments which took place in the last quarter of the twentieth century. It has been subject of criticism that states increased the social expenses to satisfy the social needs and therefore caused an economic crisis in this period when the effects of globalization were discussed.
